Q. How large is the improvement project?
A. The Commercial Core Plan, upon full implementation, will add approximately 30,000 square feet of new retail space, more than 400 additional parking spaces and improved landscaping throughout the area. Walkways will be widened and upgraded. New buildings will be constructed to replace some existing structures, while other structures will be refurbished and modernized. The retail areas and especially the restaurants are expected to have improved harbor views.
Q. The walkways in the Harbor are very narrow now and full of obstacles (fire hydrants, light poles, etc.), which leave little room for joggers, walkers, baby strollers and dogs. How does the current plan address this problem?
A. The proposed waterfront promenade in the Commercial Core is anticipated to be approximately 20 to 50 feet wide, which allows room for groups of pedestrians as well as benches and lighting.
Q. Who's going to pay for the expansion and enhancements?
A. Dana Point Harbor is an "Enterprise Fund," meaning that all revenue generated in the Harbor, by law, must remain in the Harbor. The County of Orange is planning to finance the cost of the proposed long-term improvements through low-interest loans and the sale of bonds, which will be repaid with revenue generated from the Harbor. The County will also be applying for grant funding. No general funds or new taxes will be used to pay for the improvements.
Q. When will construction begin?
A. Construction is expected to begin in late 2007 and is expected to take a number of years. A "phased approach" to construction will be used to minimize disruption, being especially sensitive to the many busy seasonal times-summer, holidays, the Festival of Whales, etc.-and to ensure that the most critically needed improvements are completed first.
